It has 8 threads, and even supports all the DDR3 speeds. It is a 45W processor, but I can very easily limit the maximum voltage by using Windows 10 power plan settings, and even limit the CPU speed by changing the BIOS settings.

I use the energy status register ( MSR_PP0_ENERGY_STATUS) to measure the energy consumption and divide it by time spent to get the average power consumption.
